This is not about 'loading' a color profile. If you add a color profile in Display Properties, it becomes available to applications like Photoshop as a description of the monitor's color space for color management. It does not actually change the way things are displayed on your screen. Adobe Gamma goes a step further, and allows you to modify the monitor's gamma, and make a new profile based on that. Adobe Gamma Loader has to load the modified gamma setting at startup (at which point, you can see the screen image change). If it didn't do that, the new profile would be useless.
